ADVOCACY

CleanTECH Chairman Tapped for "NO ON PROP 23" Executive Committee

CleanTECH San Diego chairman Jim Waring agreed to serve on the Executive Committee for the statewide “No on Prop 23” campaign.  CleanTECH San Diego is an active proponent of the developing clean tech economy and has taken an oppose position to Prop 23. As a member of the Executive Committee, Waring will continue to focus on the rational implementation of AB 32 and the important role of economic development in the inevitable transition to a clean tech economy. An Initiative to Suspend AB 32, the Global Warming Act of 2006 is on the November 2, 2010 ballot in California.

If it passes, it will suspend AB 32, California's landmark clean air law. In their campaigns for and against Proposition 23, supporters and opponents have each adopted nicknames for the measure that clarify what they think of it. Supporters call Proposition 23 the California Jobs Initiative and opponents call it the Dirty Energy Proposition. The goal of the initiative is to freeze the provisions of AB 32 until California's unemployment rate drops to 5.5% or below for four consecutive quarters. However, California has only achieved this three times since 1980. AB 32 requires that greenhouse gas emission levels in the state be cut to 1990 levels by 2020, in a gradual process of cutting that is slated to begin in 2012.

Biofuels Initiative

The Biofuels Initiative convened a meeting in August to discuss the EDGE Initiative, a workforce development grant recently awarded to CleanTECH San Diego, BIOCOM, the EDC, SD-CB and the Workforce Partnership.  CleanTECH San Diego convened a meeting of its industry partners to outline the details of the grant and discuss opportunities for industry participation, including providing guidance on curriculum development, participation in paid internship programs and job placement initiatives.  A formal kick off of the Industry Advisory Group for the EDGE Initiative is scheduled this Fall.

CREBs Coalition

CleanTECH San Diego congratulates Karl Christensen and Santee Schools on the successful start-up of the region's first CREBs-financed solar PV project, the 283kW Hill Creek School PV shade structure.  You can view solar production and energy consumption for the school in real-time at the following link: http://www.buildingdashboard.com/clients/hillcreek/ Several other CREBs municipal partners are also in the execution phase of CREBs projects.  The San Diego Unified School District Board approved an agreement with AMSOLAR for a Solar Power Purchase Agreement.  With this agreement, the number of SDUSD sites that generate electricity with solar systems will increase from 28 to 48 and from 4.17 to 9.37 Megawatts of capacity.  This will also increase the District's percentage of solar PV production from 10% to 20% of total energy consumption.  The projected savings for the 22-year term of the agreement ranges between $13 and $20 million.

Clean Tech OC and Clean Tech LA Present to CleanTECH San Diego Board

Michael Swords, Vice Chairman of the Steering Committee for Clean Tech LA, and Michael Levin, the Interim Executive Director of CleanTech OC presented their respective regional overview of their organization at the August Board of Directors meeting. CleanTECH San Diego, CleanTECH OC and CleanTECH LA have held a series of meetings and conversations over the past few months to explore ways we can collectively support the clean tech economy in the greater Southern California region.

Clean Enterprise Program

CleanTECH San Diego and SDG&E are working in tandem to develop a Stakeholder Working Group for the 1.4 million smart meter deployment in progress. On October 7, CleanTECH San Diego is officially launching this working group, inviting regional thought leaders to learn about the integration of smart meters in San Diego, and the impacts it will have in creating a "smarter" grid. We salute SDG&E in its recent award as "The Smartest Utility" in the nation by Intelligent Utility Magazine, setting the stage for an opportunity to collaborate and expose the myriad economic and environmental smart meter benefits for businesses. Information about the October 7 event will be available soon.

SUSTAINABLE COMMUNITIES

GREENING SAN DIEGO

CleanTECH San Diego met with the local government programs groups within SANDAG, SDG&E and ICLEI. This outreach is designed to explore synergies in identifying and implementing new regional energy efficiency projects expected to be identified in SANDAG/SDG&E’s new Energy Roadmap Program. Additionally, the ICLEI/San Diego Foundation/USD GHG Baselining program will be carried out by USD students and is expected this Fall semester.  City of Santee is the beneficiary of one of the first new Energy Roadmap audits of its City Hall complex in order to provide the baseline information and benchmarking necessary to advance their EECBG energy efficiency retrofits. Padre Dam Municipal Water District reports it has completed the engineering report for the City of Santee "Recycled Water for Street Cleaners" project.  Upon approvals from the California Dept. of Public Health, Regional Water Quality Control Board, and County of San Diego, we will coordinate with San Diego County Water Authority on the issuance of a regional "Technical Information Street Sweeping Guide".   In City of Santee alone this project is expected to conserve ~200,000 gallons/year of potable water.

STREET LIGHTING WORKING GROUP

The Cities of El Cajon and Santee officially awarded their contracts for the retrofit of an estimated 1,000 roadway street lights each and both utilizing federal stimulus EECBG block grant funding.  Also looking to accelerate the combined economic development and environmental benefits of applying a variety of ARRA stimulus funds for street lighting retrofits, the City of San Diego is now working to complete its formal Request for Bid (RFB) for a minimum of 10,000 street light retrofits in the next month.  City of San Diego will be including a public agency "piggyback" clause to allow other local municipalities to prepare follow-on procurements at similar price and terms.

Leveraging some of the field technical studies and references from the SLWG, The Port of San Diego is currently in the design phase of a project to retrofit existing high pressure sodium and mercury vapor parking lot and walk way lighting with energy efficient LED fixtures.  The retrofits will take place at the Embarcadero Marina Parks North and South, Spanish Landing Park, and the Port's General Services maintenance facility.  This is the first phase of an outdoor lighting project that will retrofit existing fixtures across tidelands with more efficient and lower maintenance LED technology.
